CAT I, II, and III refers to different categories of the instrument landing system (ILS). The ILS is an aid that allows pilots to make accurate landings with poor visibility. There is a specific height, however, that the pilots must see the runway environment, or they have to abort the landing. That height is determined in part by the category of ILS. In general, CAT 1 has the highest minimums, and CAT III has the lowest. I'm not sure what you mean about the "lighting sequence". There are specific standards for lighting used by airports that clearly separate runways, taxiways, etc. Runway lights are mostly white, taxiways are outlined in blue lights, etc. Refer to the AIM (Aeronautical Information Manual) for specific information on airport lighting.
