What should Congress do to ensure increased security at American ports? .... This isn't up to Congress (legistative). It's a responsiblity of the executive (law enforcement) branch of government. The only thing Congress can do is make recommendations and approve funding.

Should Attorney General Alberto Gonzalez resign? ... No. It's perfectly within his right to fire those folks. Clinton replaced ALL of them in 1994. Gonzalez replaced less than 10.
