Can a police department be charged for negligence regarding 911?

If and when the unnamed department is charged with profiling targeted at minorities either driving their vehicles or working at stores with contractual towing contracts with the police will the ramifications of them not having placed personnel to actually shadow the visitors at their local INN be brought to light?

For example this INN was line of sight to a gas station where a year later I as an assistant manager saw for myself the extreme amount of time spent praying to their god, or actually hacked video surveillance systems that allowed nearly secret visits from other middle eastern foreigners. During my stay there I noticed that calls to police for assistance were treated as a joke due to their affinity for my prior boss and their shared towing arrangement. A necessitated defence caught their arrogance and flat out lies on audio (sent to proper authorities but probably covered up).
